Preheat the oven to 425°F. Line a baking sheet with parchment.
Combine flour, baking powder, sugar, and salt in a large bowl and mix well. Set aside.
Cut the butter up in small cubes. Add the butter, chives, and work in the butter just until the mixture is crumbly, with some larger chunks of butter remaining.
Pour in the milk and mix with a wooden spoon until just combined. The dough should be sticky.
Transfer the dough to a lightly floured work surface, and fold it over on itself 5-6 times.
Use your hands to flatten the dough to 1" thick and lightly dust a 2 ¾" round biscuit cutter with flour. Flatten out the dough into a 1 inch round and use a circle cutter/ cup to press into the dough. (Do not twist the cutter and push all the way down). Reuse the scrap dough and continue cutting.
Place the biscuits on the prepared baking sheet. Brush the tops with the melted butter and sprinkle with everything bagel seasoning.
Bake the biscuits for 20-25 minutes, or until they're light golden brown.Remove them from the oven and set aside to cool.
